Canada Sets Ambitious Immigration Targets, Updates Global Talent Policies

Canada has unveiled updated immigration policies and ambitious targets in its latest federal budget, signaling continued openness to global talent. The changes, while recalibrating certain admission levels, aim to bolster skilled migration and provide greater support for employer-sponsored programs.

Temporary Resident Admissions: Adjustments Without Disruption

The federal government has set a Temporary Resident target of 385,000 for the coming year - representing a 43% reduction from 2025’s goal. However, this reduction primarily affects refugee claimants and study permit holders, leaving employer-driven programs largely intact. For most businesses, pathways such as work permits, intra-company transfers, and high-skill categories remain stable.

Despite a 50% reduction in temporary resident admissions this year, "corporate immigration operations have remained smooth, with little disruption to work permit processing", according to the report. Additionally, a new fast-track option for H-1B visa holders is expected to launch soon, aimed at attracting top-tier talent to Canada.

Permanent Resident Immigration: A Clear Focus on Economic Growth

Canada is increasing its focus on economic immigration, with the share of economic immigrants among all permanent residents rising from 59% to 64% over the next three years. This shift underscores the government’s commitment to employer-sponsored and skilled worker programs.

In a move to streamline transitions from temporary to permanent residency, the government has announced a new initiative to fast-track Permanent Resident (PR) approvals for 33,000 work permit holders within the next two years. These measures are designed to ensure that Canada remains an attractive destination for the "best and brightest" talent globally.

While Canada’s revised immigration targets reflect a recalibration for sustainability, the outlook remains positive for employers. "The message to employers is clear: Canada remains open to top global talent."
